1. Filibuster - A filibuster, or "talking out a bill", is a form of obstruction in a legislature or other decision-making body. An attempt is made to infinitely extend debate upon a proposal in order to delay the progress or completely prevent a vote on the proposal taking place.

In the United States context, a senator or a series or senators, hijack the session by ranting on about issues - mind it - no sitting, no toilet breaks, no walking around.

2. Cloture - Essentially a way to shut up filibusting senators. If a vote of 3/5th passes, the issue is closed.
